A bank rejected my credit card application saying my CIBIL score was -1 or non-existent, even though I have a long credit history. Could there be a second, empty profile under my PAN, and what should I ask CIBIL?

One PAN. Two credit profiles at CIBIL. Not a typo, not "confusing report layout," two actual separate profiles.
Profile 1 (real me): 20+ accounts, spotless history, score 806.
Profile 2 (ghost me): zero accounts, no contact info, score literally recorded by CIBIL as 000-1. Only thing on it: three hard enquiries from two different banks over 16 months.
I never generated this ghost profile. You physically cannot create a credit profile as a consumer. Only a lender can, by sending data in. Every single enquiry on that ghost file came from a bank pulling my application, not from anything I did.
If anyone's dealing with something similar: put these two questions in writing every single time you contact them. When was any duplicate/error record created, and who accessed it before it got fixed? Keep every timestamp. Based on my experience, that's apparently the only thing that matters if this ever lands in front of a regulator that doesn't cross-check what it's told against its own file.
