My mother want to add my name OR she want to transfer plot to me in HUDA records.

You can contact HUDA office for transfer of plot. They may charge some fee for same.
As its in blood relation, there should not be any stamp duty payable as per latest Haryana rules. However registration fees (around 5-6000) may be payable.
