As you stayed out of India for more than three years, you are eligible to get ECNR status.
You could have got ECNR status while reissuing passport by submitting Passport copy (first two and last two pages, including ECR/Non-ECR page and the page of observation (if any), made by Passport Issuing Authority).
Now either you can apply for reissue again with ECNR eligibility proof or get emigration clearance from PoE office before leaving India.
