Blank second page but ECR

My passport has EMIGRATION CHECK REQUIRED(printed) above the name in the end of the passport. But the second page of the passport is blank. It doesn't have "Ecr required for countries except north America,Europe" etc. So is it a mistake of passport office? My friend's passport has both stamp and print. I have seen in your posts that a blank second page is deemed to be ECNR passport. So what is the issue with my passport.

To be on safer side, I would request you to confirm with passport office, as it may have been a mistake by them. In case of mistake, they should put another stamp on passport to nullify the existing stamp.

I already took a new passport with deleted ECR. But my old passport has a valid visa. So should I consult the passport office or as i got my new passport now, is it Okay now?

Visa on old passport would still be valid. You need to carry both passports.
