Is the Suprem Court ruling still valid? I mean has it been challenged by IT department or has it been over ruled by parliement?

Why employer are verifying the proof of travel if it is not their liability (as per supreme court ruling)

Supreme court is still valid, but not many employers are following this.

Employers are afraid of IT department, they have fear that someday IT department may ask them for proof verification.

Supreme court is still valid and employer does not verify the proof, can IT Dept. ask for the proofs directly to the candidate ?

Yes, IT department can ask for travel proofs later while ITR processing or during scrutiny.
