Is there a diff btw ecnr stamp vs emigraton clearance certificate? Is temporary ECNR issued by POE still exists? How long it takes to issue a Temporary ECNR? Please help.

Yes, there is a difference.
Emigration clearance is temporary clearance for one country and employer. ECNR status is permanent till validity of passport.
Emigration clearance from PoE still happens (mostly for people who are not eligible for ECNR status) and it takes 3-4 days.
