IS tatkal passport valid at immigration without police clearance?

Dear Sir,

I was travelling to Abu dhabi on employment visa but got stuck at delhi airport immigration check point because my passport had ECR stamp which either needs to be deleted or i go for POE stamping on my existing passport.

My concern is , if i go for ECNR passport i will have to get new booklet(Passport) in tatkal. In case of tatkal passport the police verification is done later. please clarify whether the passport without police verification is valid. Secondly if i get new passport the passport no. will change and it will contradict the passport no written on my Visa. So will i get immigration clearance in such case?

Please clarify.

If your existing passport has been issued recently and there is no address change in new passport application, you may not even need a police verification.

Otherwise, its not wise to travel before police verification is complete, as again emigration officer may stop you at airport.

Second, passport on old passport would remain valid and you would need to carry both passports always.
