ecr in new passport and ecnr in old

Dear Mr Pankaj, My old passport issued in the year 2002 mentioned ECNR, now when i reapplied for a new passport it came with ECR as i could not submit my education qualification certificate,however i had submitted all my other documents including ITR for 3 years, i am 12th Fail and posses my mark sheet. i am travelling to Dubai and Italy on Business visa, i have a valid visa for both countries and a return ticket with a valid passport. i have traveled to Dubai on visit visa approx 4 times in the last 5 years. Is there a possibility the immigration officer does not allow me to travel because of ECR in new passport? if yes please suggest my next plan of action. Kind Regards, Vishal
