ECR/ECNR STAMP IN PASSPORT

Dear Sir, My son, aged 17+ is permanent resident of Singapore (Singapore PR), but currently srudying in India. When he got his passport renewed in India, a stamp is put as below: Emmigration Check Required (ECR) except for Bangladesh, Pakistan, all countries in Europe, North America, Japan, Newzealand, Australia, South Korea, South Africa, Singapore and Thailand. Does he required to change it to ECNR or can he travel without changing it to ECNR?

ECNR is only required if one is traveling to any of the below 18 countries for job/business: United Arab Emirates (UAE), The Kingdom of Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Brunei, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.
